FAQ

  • We are protecting the lake by the nature of the development, we are putting restrictions on land clearing and tree cutting. We are preventing water runoff into the lake through rain gardens, permeable pavers, and storm water retention. In addition, the existing development never completed their storm water retention, we have a plan to capture both our storm water and their storm water as well. We also plan to remove invasive species, allowing the soil to regenerate, and in turn protect native trees. 

    CB Design / Build is a fourth generation construction company, designing and building energy efficient homes in the Hudson Valley.  Owners are Jock Winch, Jr. and Andrew Personette. 

    Clover Reach is a multi-person LLC interested in building new homes. All partners live within 15 minutes of the project site. Some have been local for many years, and one for many generations.


    “The Woods” is the name of the proposed Conservation Development above Summit Lake.  The property is 22 acres of former farmland, on which up to 16 modest-sized, market rate homes will be built while preserving the natural beauty and character of the land.

  • We choose this property because it's in our home town.  Our plan is a conservation development, building up to 16 homes on 22 acres.  The Village had previously approved over 50 homes to be built on the same site. This is a piece of land that had previously been approved for a typical invasive development, meaning maximum clearing and minimum conservation was planned.  We plan to do the opposite: Maximum conservation and minimal grading. We felt this parcel was ideal for that type of development where we could save trees, water and sewer hook ups, and provide woodland trails and paths that are walkable to amenities in the village.

  • Our development does NOT abutt the lake. There is a buffer zone between our development and the reservoir/lake that is a conservation area that is owned by the Village. There is an existing development adjacent to “The Woods” and this build would be in character with the area.

  • According to an environmental survey done on an adjacent property, bald eagles are visitors to the area but do not inhabit or nest in the area. We hope that by implementing restrictions on tree cutting, that currently doesn't exist, eagles will continue to visit.

  • No, these are NOT luxury homes. These are market rate new builds designed to incorporate the landscape, with energy efficiency at the forefront. High performance homes with a low profile.

  • There will be minimal to no visual impact to the viewshed. This was determined after hiring Tighe & Bond Engineering firm to conduct a line of sight analysis and a 3-D model of the viewshed. To help minimize the visual impact, we put a deeded restriction on the colors of homes, so they blend into the landscape.

  • Yes. We have engaged the local fire department and engineers to conduct studies to ensure that all of the current and future larger trucks and emergency response vehicles can easily navigate our road. Public safety has not been overlooked.

  • We hope that our development will help to stimulate the ongoing improvements in Philmont. We feel that this addresses the great demand for housing, that it will be inviting to families who can come to the village and help it grow and thrive. Also, the increased tax revenue will help with the financial burdens that the village faces.

  • Considering this project has been before the planning board for three years, and counting, it has a record number of planning board meetings, the answer would undoubtedly have to be no.

  • NO. Our business partners have resided in Philmont, their families have even owned farms in Philmont. We have a local design-build firm within close proximity to Philmont, and plan to be here to see Philmont flourish. As a local developer, we are not only providing jobs for employees at our design-build firm, but we also plan to use locally owned businesses as subcontractors for infrastructure and completion of the project. It's a win-win to provide jobs in the area, provide housing, and tax revenue to the local economy while being mindful of our valued natural resources that make this area so special.
